All Public Utility Vehicle drivers need to take several exams, drug tests and seminars, before and during their profession because they are known to be reckless, illiterate and disrespectful people that cause problems in the streets of our society and in the lives of innocent civilians. These seminars will educate the drivers in which ideally they will attain values that will make them better drivers. The exams and drug tests on the other hand should validate that these people should be allowed to drive.
Everyday, these people drive around the streets to pick up passengers to earn for their living and there is no problem with that. The problem is that these disrespectful drivers stop anywhere on the road making it seem like they own it and they cause unnecessary traffic. If these drivers are well educated then these problems would easily be avoided. Another problem with these drivers is that they are always in a rush to pick up a passenger after another. Even though their earnings depend on the number of passengers they have, it does not mean that they should rush while driving because not only do they put their lives and their passenger’s life in danger but also they affect the people on the streets. Every month, cases involving public utility drivers are featured in the news; usually them involved in accidents. Most car accidents are because of these drivers whom are not well educated about the safety rules and regulations of the road and the proper way of driving. “Based on the study, about 9,000 fatalities could be attributed to road traffic accidents in 2003” (Lim-Quizon et al. 2004). In 2006 statistics of Metro Manila’s percent distribution of traffic accidents by type of vehicle involved, showed that almost seventy percent of the vehicles were all jeepneys, tricycles, motorcycles, busses, and tracks. This shows that the rate in which these vehicles are involved in accidents are greater compared to private vehicles. The exams these drivers need to take must involve a written and hands-on exam because it is easy to have a licensed made just by bribing the people involved. Also, a drug test is very important not only before one can be issued a license to drive but also during their profession because it is very easy for them to be involved in drug related issues that may be the cause of accidents. Lastly, all these drivers must be strictly required to take seminars whether a formal seminar or not, and in the seminars they must cover all rules and regulations in driving and of the roads and the consequences if rules will not be followed.
Only if all public utility vehicle drivers take the proper exams, drug test and seminars before and during their profession, the problem that they will cause in the streets of our society and in the lives of innocent civilians will surely decrease because these are the only ways to discipline these people. It will not only help them be better at what they do but it will also help everyone on the street.

Chewy Chocolate Chip Cookie Bottomed Cupcakes
makes 18-20 cupcakes
cookie layer:
1/2 cup butter, softened
3/4 cup brown sugar, loosely packed
1 egg
1 teaspoon vanilla extract
1 1/3 cups all-purpose flour
1 teaspoon baking soda
1/4 teaspoon salt
3/4 cup chocolate chips
Preheat oven to 350 degrees F. Sift flour, baking soda, and salt together and set aside in a bowl.
Beat butter and sugar together in the bowl of an electric mixer until it’s light and fluffy. Add egg and vanilla and beat until combined. Add in dry ingredients and mix until just combined. Fold in chocolate chips. Line a muffin tin with liners and give each a quick spritz of non-stick spray. Using a spoon also sprayed with non-stick spray, press about 1 1/2 tablespoons of cookie dough into the bottom of each liner.

1/2 cup butter
1 cup white sugar
2 whole eggs
1 tablespoon vanilla extract
1 1/2 cups flour
1 teaspoon baking powder
1/3 cup milk
Preheat oven to 350 degrees F.
Cream butter and sugar in the bowl of an electric mixer until fluffy, about 3 minutes. Add eggs and vanilla and beat until combined.
Combine dry ingredients in a bowl. Add half of the dry ingredients, mixing until just combined. Add the milk. Once mixed, add remaining dry ingredients. Using an ice cream scoop, drop batter on top of cookie dough mixture. Bake cupcakes at 350 degrees for 15-18 minutes.
Top with you favorite frosting, sprinkles, and chocolate chip cookies.

Simple Butter Cream Frosting makes about 2 1/2 cups
Needed: 4 sticks of softened butter (2 cups), 1/4 teaspoon vanilla extract (the clear kind is better for frostings) and 2-3 cups powdered sugar.
In a bowl cream together the butter and vanilla extract. Add the powdered sugar, 1 cup at a time, and mixing in between until you have the perfect frosting consistency.

For my friends’ party on Saturday I baked chocolate cupcakes with an orange cream cheese frosting.
I think they went over pretty well. When I left their apartment there was only 1 left (plus 1 that somehow made it smushed onto one of my friend’s face…).
I’m usually so bad with posting recipes, but here’s one for “The Best Chocolate Cupcake”:
What you’ll need:
- 1 1/4 cups of all-purpose flour
- 1/2 cup of unsweetned Dutch-process cocoa powder (sifted)
- 3/4 tsp of baking soda
- 1/4 tsp salt
- 1 cup of granulated sugar
- 1/3 cup of vegetable oil
- 1 egg
- 1 tsp of vanilla
- 3/4 cup of buttermilk
- 1/2 cup semisweet chocolate chips
Step 1: In a small bowl, mix together flour, coca powder, baking soda & salt.
Step 2: In a large bowl, whisk together sugar, oil, egg and vanilla until smooth. Alternately whisk in flour mixture (step 1) and buttermilk, making 3 additions of flour mixture and 2 of buttermilk, beating until batter is smooth. Stir in chocolate chips.
Step 3: Scoop batter into prepared pan. Bake in preheated oven for 22 to 27 minutes or until tops of cupcakes spring back when lightly touched. Remove from pan, cool & frost!
